This people are calling me everyday, don't say anything and don't pick up when you call back, very annoying.

They call constantly but, I never answer a number I don't know. They once left a voicemail, but it was just mumbling, like if you accidentally called someone while your phone is in your pocket. I don't know how to make it stop.

First off, leaving messages to people other than the person they are seeking is illegal. They were told to refrain from calling, but still do. The recorded message claimed that they were calling from cardholder services and that this was my "final notification" regarding lowering my interest rates.
